Secretariat of Prizes and Bets authorized the company ESTADOX to operate bets in Brazil


THE Prizes and Betting Secretariat (SPA) from the Ministry of Finance authorized this Thursday (16), the company ESTADOX LTDA to operate fixed odds bets in the country. THE SPA/MF Ordinance No. 2,325 was published in the Official Gazette of the Union this Thursday.

The authorization, valid until October 15, 2030, allows the company to operate in the sports-themed and online gaming segments, under the brands TROPINO, BZ and 55W.

The ordinance was issued based on Laws No. 13,756/2018 and No. 14,790/2023, which regulate the betting market in Brazil, and the complementary rules of the Prizes and Bets Secretariat. The decision is based on SIGAP process nº 0091/2024, which deals with the analysis and approval of the requirements required for operation in the sector.

With the publication, ESTADOX LTDA joins the group of 81 companies already authorized to legally operate in the Brazilian fixed-odd betting market, a modality that covers both sports betting and virtual games, 78 of which are regular and five through a Federal Court decision, totaling 184 brands.

Brazilian regulated market

To operate in the regulated market, each operator must pay a grant worth R$30 million and comply with the technical criteria established by the secretariat’s ordinances in 2024. Each company can operate up to three bets (brands) per license during the five-year period.

Regulation of the sports betting market in Brazil came into force on January 1, 2025. Companies were authorized to explore the sector under the terms of Laws No. 13,756, of December 12, 2018, and No. 14,790, of December 29, 2023, of the ordinances issued by the Secretariat of Prizes and Bets, and based on the information contained in the SIGAP process.

Furthermore, the federal government’s expectation is that, by the end of this year, a National Betting System will be created, coordinated with the States and municipalities. The objective is to disseminate good practices and national minimum standards of responsible gaming in the betting sector, in addition to technical requirements for systems and games, and combating money laundering.
