Government raises R$6.8 billion from bets in 2025


The federal government raised around R$6.8 billion in 2025 from activities involving gambling and fixed-odd betting, popularly known as bets. The data was released by the Federal Revenue this Thursday, October 23rd.

The data was presented and detailed by the head of the Center for Tax and Customs Studies, Claudemir Malaquias; and by the coordinator of Forecasting and Analysis of the Federal Revenue, Marcelo Gomide, tax auditors of the Federal Revenue, with transmission on the channel Ministry of Finance.

Compared to the previous year, the government collected around 17,000% more from the betting sector, when the government collected R$38 million. The increase in revenue is a direct reflection of changes in the legislation that regulates the sector.

According to tax auditor Claudemir Malaquias, although the number may seem extraordinary, it is, in fact, a reflection of the new rules imposed on the sector, which allowed greater formalization and, consequently, greater revenue.

Performance in September

In the month of September, revenue from bets reached R$1.7 billion, a significant jump compared to the R$7 million collected in the same month of the previous year. This increase of more than 16,000% is a clear indication of the positive impact of legislative changes on the sector.

Legislative Changes and Impact on the Sector

The increase in revenue was not the result of a tax rate increase. According to Claudemir Malaquias, Provisional Measure (MP) 1,303 of 2025 increased taxes on fintechs and betting houses, but the effects of the higher rates were not in effect due to the nineteen period.

The MP presented by the government changed the rate from 12% to 18% per year, but the measure ended up falling before the 90 days necessary for the tax increase to be effective.

The government’s economic team expected to raise R$1.98 billion by the end of 2026 with the additional charge, with R$285 million in 2025 and R$1.7 billion in 2026. The betting market has had regulations valid since January 1st of this year.

Therefore, the revenue presented is not due to a direct increase in taxes on betting, but rather to the formalization and stricter regulation of the sector. This allowed more companies to operate legally, contributing to increased government revenue.
