Bodó City Hall suspends Municipal Lottery operations


Potiguar municipality ends accreditations and contracts of the LOTSERIDÓ after technical note from the Ministry of Finance pointing out lack of municipal competence

The City Hall of Bodó (RN) officially announced, through a decision published in the Official Gazette on October 24, 2025the suspension of all activities of the Bodó Municipal Lottery (LOTSERIDÓ)including accreditations, contracts and operations derived from notices nº 001/2024 and nº 002/2024.

The measurement takes place after SEI Technical Note nº 215/2025/MFissued by Prizes and Betting Secretariat of the Ministry of Financeconclude that municipalities do not have legal competence to explore fixed-odd lottery betting modalities — activity restricted to the Union, the states and the Federal District, according to the article 35-A of Federal Law nº 13,756/2018.


Preventive suspension and legal opinion

The decision, signed by Mayor Horison José da Silvadetermines the immediate suspension of activities of LOTSERIDÓ “until further manifestation from the Executive Branch”. The Municipal Attorney General’s Office was tasked with drafting a detailed legal opinion on the legality of notices and accreditations, as well as the legal effects of suspension.

The document cites the duty to ensure legality, morality and transparency of administrative acts and the need to avoid “the continuity of possible irregularities and protect the public interest”.


37 accredited companies and R$8.3 million raised

According to information obtained by Gaming365 in the city hall’s official report, 37 companies were accredited to act under LOTSERIDÓ, including well-known brands such as Capital Bet, Bingo at Home, RealXBet, Bet10, MambaBet, RaizBet, TrincaBet and Good Betamong others.

The operation had been gaining prominence in the scenario of municipal lotteries: a report from Northern Tribune revealed that the Bodó City Hall raised R$8.3 million in just 10 months with the activity, reinforcing the economic relevance of the model for small cities.

National context: 400 municipalities still in operation

Even with the suspension in Bodó, the movement of municipal lotteries remain strong. It is estimated that around 400 city halls across Brazil maintain active contracts or in the implementation phase of their local lotteries, while the issue awaits legal definition in the Federal Supreme Court (STF).

The Supreme Court will soon resolve the controversy over the jurisdiction of municipalities to explore lotteries, in a trial that promises to bring stability and legal security to the theme — similar to what happened with the state lotteriesalready recognized as legitimate by the STF in 2020.


Impact and next steps

Bodó’s decision is seen as a cautious movement and can serve as a reference for other municipal administrations while the case is not pacified by the Supreme Court. The legal opinion requested by the mayor must evaluate the effects of suspensionpossible accreditation revocations and contractual responsibilities arising.

Regardless of the final decision, the episode highlights the urgency of a clear national definition about the role of city halls in the exploitation of games and betting, especially given the accelerated growth of the sector and the demand for uniform and safe regulation.
