President of Caixa will meet with Lula next week and explain Bet creation project


After demands from Palácio do Planalto, the president of Caixa Econômica Federal, Carlos Vieiramust present to the President LulaNext week, the fundamentals of the project that envisages the creation of its own online betting platform. The meeting should take place after Lula returns from his trip to Asia.

Behind the scenes, Caixa argues that part of the betting in the country takes place on foreign websites, without authorization to operate and without collecting taxes. The proposal, according to the bank’s interlocutors, seeks to attract this public to a safe and regulated environment, in addition to increasing revenue. The project was approved by the Ministry of Finance, which evaluated only technical and formal aspects.

The institution estimates that the new platform could generate R$2.5 billion in revenue in 2026, the first year of operation. The bank also maintains that the entry of bets into the market reduced lottery revenue by 50%, which impacted the government’s own revenues — since almost half of the resources obtained from lotteries are destined for public programs.

Caixa’s plan dates back to 2024, when the launch was considered for the first half of the year, but was postponed pending regulation by the Ministry of Finance on the sector. In an interview with Globo, Carlos Vieira confirmed that the expectation is to launch the platform by the end of November.

During a trip to Asia, Lula expressed discomfort with the negative repercussions of the project, used by opposition parliamentarians to criticize the government. When contacted by Globo, the president of Caixa stated that he will only comment after the conversation with the president.

The issue occurs amid the government’s decision to send back to Congress a new project that expands taxation on online betting and fintechs, within the effort to reinforce federal revenue.
