The senator Eduardo Girão (NOVO-CE), filed together with senator Cleitinho (Republicanos-MG), a representation in the Union Court of Auditors (TCU), against the proposal to create Caixa Econômica Federal’s sports betting and online gaming platform.
The parliamentarian announced the measure in a speech in the Plenary this Tuesday (28), when criticizing the expansion of online sports betting, so-called bets, in Brazil.
Girão classified Caixa’s entry into the betting market as a “mockery of the Brazilian people” and said he hoped the federal government would block the measure. According to him, the implementation of a betting system by the financial institution represents “another major inconsistency” of the current management.

The senator also presented data that, according to him, demonstrate the economic and social impact of the advancement of online betting in the country. Girão highlighted that millions of beneficiaries of social programs would be allocating part of their income to gambling, which, in his assessment, increases the vulnerability of low-income families and strengthens organized crime.
According to information cited by the parliamentarian, a Central Bank report indicated that, in August 2024 alone, around 5 million Bolsa Família beneficiaries made transfers via Pix to betting houses, totaling more than R$3 billion. Girão also mentioned studies by the National Confederation of Commerce and Tourism (CNC) that point to the use of these platforms for money laundering and the reduction of consumption in sectors such as food, education and leisure.
