The deputy secretary of Prizes and Betting Secretariat from the Ministry of Finance (SPA-MF), Daniele Cardoso, updated the number of illegal betting sites taken down by Anatel, with numbers currently approaching 23 thousand. The news was announced this Thursday (30), amid the 2nd Forum Awareness and Protection of Online Games Bettors, promoted by the betting platform Galerabetat the Hilton Morumbi Hotel, in São Paulo.
“When we talk about illegals, it is important to say that we have fronts in this fight. We have a technical cooperation agreement with Anatel (to take down illegal bets) and when we identify an illegal site, either because we receive complaints, or because there is a specific area that carries out this monitoring, or because we have a technical cooperation agreement with Conar, which also reports to us, we take down these sites. And we are already at almost 23 thousand sites taken down”, highlighted Cardoso during his participation in the third panel of the day, which addressed the responsibility and consumer protection in online games.
In her view, this movement, together with specific regulation for payment methods, from restrictions on forms such as cryptocurrencies or the determination that payment facilitating companies cannot offer courses to illegal websites, has helped to close the siege and should curb the creation of new irregular bets.
The movement, with the approval of the Central Bank to regulate institutions that promote payment for betting, led to the publication of a new ordinance with guidelines aimed at these companies in 2025 (Ordinance SPA/MF nº 566).
“They (financial institutions (FIs) and payment institutions (IPs), in addition to the creators of payment arrangements) are obliged to monitor, inspect and, if they notice any suspicious movement, they need to tell us. We started receiving these reports and from there we started to carry out an analysis. We have already identified and started reporting to Bacen, the Federal Police and the Federal Revenue. In parallel with this, we are moving towards advertising too”, he pointed out.

Another important point highlighted were the new measures in favor of the health of bettors that should arrive soon proposed by the Interministerial Working Group (GTI) on Mental Health and Prevention and Harm Reduction from Problematic Gambling. “We are close to creating a centralized self-exclusion platform. Through this, citizens will be able to exclude themselves from all platforms regulated by the SPA in one go”, he revealed.
During the forum, there were also discussions about gambling disorders within the scope of psychology and the role of the State in preventing gambling-related disorders.
