The National Association of Municipal and State Lotteries (Analome) will be widely represented in the IGI Expo 2025which takes place on November 12th and 13th, at Blue Tree Morumbi, in São Paulo. The meeting will bring together prominent names in the gaming and lottery market to discuss topics such as regulation, social responsibility, compliance and sporting integrity, consolidating the event as one of the most relevant on the sector’s calendar in Brazil.
Analome participates with four representatives in different programming panels: Camilo Brito (president), Hiago Piau (vice-president), Paulo Horn (legal director) and Filipe Rodrigues (president of Jogo Positivo, Analome’s institutional partner). Camilo Brito highlights the role of municipal lotteries and the challenges of local regulation
The president of Analome, Camilo Brito, will be a speaker on the panel “Municipal Lotteries: a reality or another focus of regulatory tension? What products will municipal ones be able to operate?”, on November 12th, at 11:30 am. The debate will be moderated by Marcello Corrêa (Axis Veritas) and will also feature Lucinéia Souzza (Lema Group) and Diego Campos (Municipality of Osasco).
Camilo will present Analome’s trajectory in structuring municipal lotteries and the importance of legal security in the expansion of the sector.

Paulo Horn participates in two debates on law and regulation
Analome’s legal director, Paulo Horn, will participate in two panels on the first day of the event, reaffirming its relevance in the sector’s legal and regulatory agenda.
At 10 am on November 12th, Horn will be a speaker on the panel “The importance of law in the regulated environment”, alongside Luiz Felipe Santoro (OAB-SP), Sofia Monteiro (OAB-PE), Ricardo Feijó (OAB-PR) and Victor Amado (OAB-GO). The debate will address the performance of the Gaming Law Commissions of the OAB sections and the role of law in consolidating the legal environment for betting and lotteries.
Later, at 4:05 pm, he returns as moderator of the panel “The role of States in regulating the lottery market: view of the regulator and operators”, with the participation of Oném Moreira (Loteria Mineira), Cassiano Pereira Jr. (Maranhão Parcerias), Roberto Souto (Mineira da Sorte Loterias) and Eduardo Paiva (Lottotins). The meeting will discuss state regulatory models, federal cooperation and good inspection practices.
Hiago Piau analyzes regulatory precautions in the creation of municipal lotteries
The vice-president of Analome, Hiago Piau, will be one of the debaters on the panel “Municipal Lotteries: regulatory precautions when creating a municipal lottery”, scheduled for November 13th, at 11:30 am.
The panel, moderated by lawyer Daniella Miranda, will also bring together Ana Gatti (specialist in Gaming Law), João Motta (TechGaming 360) and Marcello Desidério (Attorney General of the Municipality of Horizonte-CE).
Piau will address the legal and administrative steps necessary to implement local lotteries, emphasizing the importance of governance and transparency.
“Municipalities need to structure their projects based on solid technical and legal criteria, ensuring an efficient model that inspires confidence in control bodies and society”, highlighted the vice-president.
Filipe Rodrigues moderates panel on responsible gaming and participates in debate on sporting integrity
Representing Jogo Positivo, Analome’s partner, Filipe Rodrigues also participates in two highlights at the event.
On November 13th, at 11:00 am, he will moderate the panel “Responsible Gaming: its importance for a regulated market that protects bettors”, with Rafael Ávila (APAJ), Anna Florença (Mineira da Sorte Loterias), Daya Pimentel (Instituto de Apoio ao Apostador) and Conrado Caon (TyCHE by PayMee).
Later, at 4:35 pm, Rodrigues returns as a speaker on the panel “Integrity of sport in the era of betting”, alongside Juan Matias Méndez (ABC-Bet), Fred Justo (Legitimuz) and Mariana Chamelette (lawyer specializing in Sports Law), moderated by Alessandro Lisboa (IGI Expo).
In both debates, the executive will address the relevance of educational and technological initiatives in strengthening the integrity and protection of bettors.
