The Minister of Finance, Fernando Haddadstated this Wednesday (5) that the increase in taxation on bets and fintechs could increase federal revenue by around R$5 billion in 2026. The vote on the project presented by the senator Renan Calheiros should be held this week by Economic Affairs Committee (CAE) of the Senate, after postponement this past Tuesday (04).
The project is being processed on a final basis, that is, it will not need to be voted on in the Senate plenary. If approved by the CAE, it will go directly to the Chamber of Deputies.
“This was a decision made by the senator, who understood the government’s guidance in relation to bets and millionaires as correct. And he thought it would be appropriate to resubmit this proposal to the CAE, since it had not passed through the Senate,” said the minister.
Haddad also stated that he will talk to senators to understand the next steps for the measure in the Senate. “I’m going to talk to the senators today to find out how they intend to move forward,” he said.

Reported by senator Eduardo Braga (MDB-AM), the proposal presented by Calheiros doubles the taxation of online betting companies, bets, from 12% to 24% of net revenue. PL 5,473 was presented as a complement to PL 1,087/2025, which exempts those earning up to R$5,000 per month from Income Tax (IR) and increases taxation on high incomes.
“As was the case with the Chamber (which did not appreciate the MP sent by the government), we have to find a way. There, it is more a question of tax justice than of fiscal results. Because, really, the taxation of these super-rich is unbalanced”, he assessed.
The text also increases the Social Contribution on Net Profit (CSLL) from 9% to 15% for fintechs, payment institutions, over-the-counter market administrators, stock and commodity exchanges, among others. Capitalization companies and credit, financing and investment institutions will have the rate increased from 15% to 20%.
Furthermore, the project creates the Tax Regularization Program for Low-Income Individuals (Pert-Low Income) and corrects distortions related to the remittance of profits and dividends to beneficiaries abroad.
