The vote on the bill that increase the ratetheinformation about bets and fintechs stayed for the second half of November. According to CNN Brasil, senators involved with the project are waiting for a response from the Ministry of Finance to try to move forward with the text in Economic Affairs Committee (CAE) of the Senate.
According to Renan Calheiros (MDB-AL), the postponement responds to a request from the Treasury, which requested more time to discuss the technical and political details of the text. Calheiros stated that the proposal should be voted on on the 18th by the CAE.
“The Treasury asked for more time and I agreed to do the vote on the other Tuesday (18th). The Treasury asked for more time to discuss various aspects of the project”, stated Calheiros who, until the morning of this Wednesday (5), said that this project would be voted on next Tuesday (11).
The articulations to construct a more consensual opinion continue with no end in sight, including with other actors impacted by the matter.
According to CNN’s WW column, the Minister of Finance was informed, Fernando Haddadin a meeting on Wednesday (5), that, so far, the assessment is that there are not enough votes to approve the matter.

Reported by Senator Eduardo Braga (MDB-AM), the proposal presented by Calheiros doubles the taxation of online betting companies, bets, from 12% to 24% of net revenue. PL 5,473 was presented as a complement to PL 1,087/2025, which exempts those earning up to R$5,000 per month from Income Tax (IR) and increases taxation on high incomes.
The text also increases the Social Contribution on Net Profit (CSLL) from 9% to 15% for fintechs, payment institutions, over-the-counter market administrators, stock and commodity exchanges, among others. Capitalization companies and credit, financing and investment institutions will have the rate increased from 15% to 20%.
Furthermore, the project creates the Tax Regularization Program for Low-Income Individuals (Pert-Low Income) and corrects distortions related to the remittance of profits and dividends to beneficiaries abroad.
The rapporteur of the proposal made it clear that he should only present a final report when he is sure of the necessary support, according to interlocutors. On Wednesday, the senator even declared that the economic team “has some measures that they have to take. Now the ball is in their court”, he added.

The parliamentarian does not want to run the risk of a defeat in the CAE or of seeing the issue shelved in the Chamber. For this reason, the intention is also to work on a text with federal deputies. A text authored by the PT leader in the Chamber, Lindbergh Farias (RJ), with the same theme may be added to the Senate project in the future.
Braga has also been demanding more effective initiatives to combat fintechs and irregular bets. It is not defined whether any measure in this regard will be included in the project.
“What we are talking about is a discussion about the tax burden on legal fintechs. And the illegal ones, which are operating without paying any tax burden and causing a huge hole in the Brazilian financial system, in the Brazilian legal system? Coaf doesn’t see it, the Central Bank doesn’t see it, the Federal Revenue doesn’t see it, the Federal Police doesn’t see it…”, he declared at CAE.
