The Minister of Finance, Fernando Haddadstated this Monday (10) that the Economic Affairs Committee (CAE) of the Senate is expected to vote, next week, on Bill 5,473/2025, which increases taxation on bets and fintechs.
The vote on the matter was postponed last Tuesday (4), after the president of the CAE and author of the project, senator Renan Calheiros (MDB-AL), grant collective approval to the proposal.
On Wednesday (5), Calheiros stated that the senators and the Ministry of Finance agreed on a longer deadline to analyze the text and that the vote was scheduled for the 18th. “The Treasury asked for more time and I agreed to hold the vote on the other Tuesday (the 18th). The Treasury asked for more time to discuss various aspects of the project”, stated the senator.
The project is being processed on a final basis, that is, it will not need to be voted on in the Senate plenary. If approved by the CAE, it will go directly to the Chamber of Deputies.
“I believe that next week the Senate will be able to consider, but not before the consultation that will be carried out in the Chamber of Deputies, at the request of President Davi Alcolumbre, because he wants it to be a joint initiative between the two Houses to avoid a disagreement on a topic that has gained repercussion in public opinion”, declared Haddad.

Reported by senator Eduardo Braga (MDB-AM), the proposal presented by Calheiros doubles the taxation of online betting companies, bets, from 12% to 24% of net revenue. PL 5,473 was presented as a complement to PL 1,087/2025, which exempts those earning up to R$5,000 per month from Income Tax (IR) and increases taxation on high incomes.
The text also increases the Social Contribution on Net Profit (CSLL) from 9% to 15% for fintechs, payment institutions, over-the-counter market administrators, stock and commodity exchanges, among others. Capitalization companies and credit, financing and investment institutions will have the rate increased from 15% to 20%.
Furthermore, the project creates the Tax Regularization Program for Low-Income Individuals (Pert-Low Income) and corrects distortions related to the remittance of profits and dividends to beneficiaries abroad.
