Taxation of bets and fintechs returns to the CAE agenda on Tuesday

THE Economic Affairs Committee (CAE) can vote on Tuesday (18), from 10am, on the bill that increases taxation on bets and fintechs. If the project is approved by the committee, it will go directly to the Chamber of Deputies, without having to go through the Senate plenary due to the final processing.

The project was presented by the president of CAE, senator Renan Calheiros (MDB-AL), as a complement to PL 1,087/2025, which exempts those earning up to R$5,000 per month from Income Tax (IR) and increases the taxation of high incomes.

The rapporteur, senator Eduardo Braga (MDB-AM), read his opinion on November 4th, but Renan gave a collective opinion to the matter. CAE’s decision is final. In other words, if approved, it goes directly to the Chamber of Deputies, unless there is an appeal for a vote in the Plenary.

The proposal presented by Calheiros doubles the taxation of online betting companies, bets, from 12% to 24% of net revenue. The text also increases the Social Contribution on Net Profit (CSLL) from 9% to 15% for fintechs, payment institutions, over-the-counter market administrators, stock and commodity exchanges, among others. Capitalization companies and credit, financing and investment institutions will have the rate increased from 15% to 20%.

Furthermore, the project creates the Tax Regularization Program for Low-Income Individuals (Pert-Low Income) and corrects distortions related to the remittance of profits and dividends to beneficiaries abroad.

The CAE meeting has five other items on the agenda, such as the project that changes the individual entrepreneur (MEI) framework values, with an annual gross revenue limit of up to R$ 140 thousand, creating the “Super MEI”. Currently, this limit is R$81 thousand.
