THE Economic Affairs Committee (CAE) of the Senate postponed, this Tuesday (18), the vote on the bill that increases the taxation of bets and fintechs, after the president of the commission, senator Renan Calheiros (MDB-AL), cancel the meeting scheduled for today.
The reason for the cancellation, according to the senator and author of the project, was a signal from the Chamber of Deputies that the matter would not be voted on. “Hugo Motta would have said that he would not vote on the project, and then the best thing to do was to leave it until next week”, stated Renan.
The decision follows the government’s guidance to better coordinate the vote in both Houses before discussing the matter again. The project incorporated part of the Provisional Measure 1,303/2025presented by the government in June and blocked in the Chamber in October, after the lack of consensus among parliamentarians.

The text was presented by Calheiros as a complement to PL 1,087/2025, which exempts those earning up to R$5,000 per month from Income Tax (IR) and increases taxation on high incomes.
The project’s rapporteur, senator Eduardo Braga, met with the economic team last night and planned to complement his vote. The new proposal would include higher taxation, but in a phased manner, not in full, as foreseen in the original report. The text also sought to improve the fight against illegal betting and banks.
About the project
The proposal presented by Calheiros doubles the taxation of online betting companies, increasing the rate from 12% to 24% on net revenue.
The text also increases the Social Contribution on Net Profit (CSLL) from 9% to 15% for fintechs, payment institutions, over-the-counter market administrators, stock and commodity exchanges, among others. Capitalization companies and credit, financing and investment institutions will have the rate increased from 15% to 20%.
Furthermore, the project creates the Tax Regularization Program for Low-Income Individuals (Pert-Low Income) and corrects distortions related to the remittance of profits and dividends to beneficiaries abroad.
