The Economic Affairs Committee (CAE) of the Senate is expected to vote, this Wednesday (26), on the bill that increases taxes on sports betting, so-called bets, and fintechs. The meeting is scheduled for 10 am. THE matter returns to the committee’s agenda after being postponed earlier this month.
The PL 5,473/2025 proposes doubling taxation on fixed-odd bets, known as bets, and increasing the Social Contribution on Net Profit (CSLL) for fintechs and other financial institutions. The text also creates a tax regularization program aimed at low-income individuals.
Presented by the president of CAE, senator Renan Calheiros (MDB-AL), the project complements PL 1,087/2025, which exempts those who receive up to R$5,000 per month from Income Tax and increases the tax burden on high incomes. This proposal was unanimously approved in the Senate in early November.

The proposal presented by Calheiros doubles the taxation of online betting companies, going from 12% to 24% of net revenue. The text also increases the Social Contribution on Net Profit (CSLL) from 9% to 15% for fintechs, payment institutions, over-the-counter market administrators, stock and commodity exchanges, among others. Capitalization companies and credit, financing and investment institutions will have the rate increased from 15% to 20%.
Furthermore, the project creates the Tax Regularization Program for Low-Income Individuals (Pert-Low Income) and corrects distortions related to the remittance of profits and dividends to beneficiaries abroad.
The rapporteur of the matter, senator Eduardo Braga (MDB-AM), had already presented his favorable opinion on November 4th. However, Renan granted a collective view, postponing the vote. As the analysis in the CAE is final, if the text is approved, it will go directly to the Chamber of Deputies, unless there is an appeal for the topic to be considered in the Senate plenary.
