The PL Antifaction rapporteur, senator Alessandro Vieira (MDB-SE), announced that he intends to create a new national fund to combat organized crime, with resources from Bet taxation and shared management between the Union and states. The proposal comes after the controversy over the distribution of the values of assets seized from criminal organizations, which provoked criticism from the federal government.
The fund would be supplied by a new contribution on online betting houses, dubbed “Cide-Bets”, and would be specifically intended for combating crime, strengthening the prison system and intelligence actions.
“A Cide-Bets. New money, we are not competing for money with anyone. I focus a lot on the objective, specific, of combating organized crime, the prison system, intelligence and sustaining police operations”, said Vieira.

The discussion gained strength after the Chamber of Deputies approved a rule that allocates the values of assets seized in state operations to states, while assets from federal actions go to Union funds. The government argued that the change would reduce funding for the Federal Police, but the rapporteur states that the change “affects around 5% to 10% of Federal Police funds. We are talking about R$30 million to R$50 million. That doesn’t change anything”, he argues.
Vieira highlighted that the Federal Police’s demands are much greater and cited border operations as an example, which require around R$800 million. According to him, the new fund would provide financial support for structural public security actions and make it possible to weaken criminal factions.
“Ending crime is a promise from a lying politician. Crime never ends. But I manage to increase the cost of it so much that it reduces its strength, its ability to occupy territory”, stated the senator.
