State lotteries create ALEB to represent the sector’s interests

The state lotteries of Paraná, Minas Gerais, Maranhão and Mato Grosso do Sul came together to create the Association of State Lotteries of Brazil (ALEB), an entity that will represent the interests of the sector in a unified way. The formalization took place last week, with the participation of Lottopar, LEMG, Lotema and Loteria de Mato Grosso do Sul.

According to a note released by Lottoparthe new entity “was born with the mission of representing, in a unified and articulated way, the common interests of state lotteries and contributing to the strengthening, defense and development of the sector at a national level”.

Objectives and institutional performance

The Association was structured to act on several strategic fronts. Among its main objectives, the following stand out:

  • represent the interests of members in an integrated manner;
  • contribute to the formulation, improvement and consolidation of public standards and policies related to the sector, especially with regard to state competencies;
  • support actions aimed at integrity, governance, compliance, social responsibility and promotion of responsible gaming;
  • encourage the exchange of experiences, information, data and good practices between state lotteries.

ALEB thus seeks to strengthen the state lottery ecosystem, promoting institutional alignment, technical qualification and integration among its members.

New additions

New members will be allowed to join, as long as they respect the territorial limit of lottery operations, as determined by the Constitution. Failure to comply with this rule may lead to the member’s dismissal.

According to ALEB, the requirement guarantees that all associated lotteries maintain full adherence to the constitutional understanding according to which states can only operate lotteries within their geographic limits.

The association is initially made up of four founding members: the Maranhão State Lottery (Lotema), represented by Cassiano Pereira Júnior; the Minas Gerais State Lottery (LEMG), represented by Onesimo Diniz Moreira; the Mato Grosso do Sul State Lottery, represented by Wilson Alonso Costa; and the Paraná State Lottery (Lottopar), represented by its president, Daniel Romanowski.

The directors will be responsible for carrying out the entity’s initial work and coordinating the expansion of the association with other state lotteries interested in joining ALEB.
