The senator’s report Alessandro Vieira (MDB-SE) of Bill 5,582/2025called PL Antifaction, was presented this Wednesday (3) and provides for the creation of a new contribution on online betting houses. The proposal establishes the CIDE-Betsaimed at financing public security actions and combating organized crime.
After the changes presented by the rapporteur, the CCJ postponed the vote on the Antifaction PL, which toughens penalties for crimes committed by criminal organizations. Analysis of the text should be resumed next Wednesday (10).
According to the opinion, the resources collected — estimated by the Central Bank at up to R$30 billion annually — will be incorporated into the National Public Security Fund, with exclusive destination to reinforce integrated operations, police intelligence and the penitentiary system. Collection and inspection will be the responsibility of the Federal Revenue, and the contribution will be provisional in nature, until the creation of the Selective Tax provided for in the Constitution.

“For this reason, we are working to create a new portion of the National Public Security Fund focused exclusively on combating organized crime, by strengthening the integrated operations of the security forces, the intelligence infrastructure and the penitentiary system, without reducing the resources already foreseen for the Fund”, says an excerpt from the opinion.
“We chose to create a CIDE-Bets which, according to an estimate prepared based on data provided by the Central Bank in a public hearing, could allocate up to R$30 billion per year to combat organized crime.”
The project also expands control over financial transactions in the sector. Banks and payment institutions must publish quarterly compliance reports, detailing the volume of betting operations and any blocking of suspicious accounts. The Central Bank will have 60 days to regulate measures to prevent the misuse of Pix in illegal betting, including automatic key filters and CNAEs.
Furthermore, the text creates the Betting Regulatory Compliance Index (ICRA) and provides for fines of up to R$50,000 for institutions that fail to comply with the rules. The PL also increases penalties for practices that undermine sporting integrity and prohibits any type of partnership between legal operators and unauthorized platforms.
