THE Chamber of Deputies approved this Thursday (5) a bill that creates a legal framework to toughen the fight against illegal betting and gaming in Brazil. THE Bill 4044/2025 was approved by Chamber Communication Committee and provides for financial, administrative, technological and criminal repression measures against operators without an official license.
According to the approved rules, financial and payment institutions must adopt protocols to identify transactions related to irregular betting and publish monthly control and blocking reports, without violating banking secrecy. In case of non-compliance, fines of up to R$20 million may be imposed, in addition to suspension of services and restrictions on the use of Pix or TED.

The project also changes the current Betting Law, requiring authorized operators to use geolocation systems to prevent access via VPN or from abroad, and obliges internet providers to maintain a channel with authorities to immediately block suspicious websites.

The text will now be analyzed by the Finance and Taxation and Constitution and Justice committees, before going to the Plenary. The approval represents an important step in the effort to curb illegal gambling — considered by authorities as a vector for money laundering and organized crime.
