Governors Propose Allocating Part of Betting Taxes to Public Safety

Meeting of Governors in Rio de Janeiro

In a meeting held at Palácio Guanabara, the seat of government in Rio de Janeiro, governors from five Brazilian states met to discuss topics of common interest, with an emphasis on public security. Cláudio Castro, from Rio de Janeiro, Romeu Zema, from Minas Gerais, Jorginho Mello, from Santa Catarina, Ratinho Júnior, from Paraná, and Eduardo Leite, from Rio Grande do Sul, actively participated in the event, which marked the 14th edition of the interstate consortium.

During the meeting, the governors discussed the need for a significant transfer of revenue generated by online betting taxationknown as ‘bets’, to strengthen public security policies in the states.

Resource Allocation Proposal

Jorginho Mello, governor of Santa Catarina, highlighted the importance of allocating up to 20% of revenue from betting to combat organized crime. According to him, the volume of advertising and the popularity of betting indicate that the revenue could be substantialjustifying the allocation of a significant portion to public safety.

“Given the volume of advertising that the bets do, it must generate astronomical revenue. It could be 20% for the fight against organized crime”, stated Mello, highlighting the need for the federal government to recognize the importance of public security and collaborate with the states.

Governors’ Letter of Commitment

The governors signed a letter during the event, reinforcing public safety as an absolute priority. The document emphasizes tackling the criminal factions and the financial suffocation of illegal organizations as essential measures to guarantee the peace and security of the population.

One of the main points of the letter is the commitment to improving technological and operational integration mechanisms between states. The idea is to use data, information and systems more efficiently to plan and combat crime, especially with regard to recovering assets from criminal organizations.

Adjustments to the Legal System

The governors also highlighted the need for adjustments to the Brazilian legal system. They defend changes in criminal legislation and criminal procedure to allow more effective punishments for crimes with great offensive potential, such as arms trafficking and the leadership of factions within the prison system.

Another concern is to curb violent recidivism and the use of clandestine networks of money laundering, which are constant challenges faced by state security forces.

Technological Integration and Intelligence

For the medium and long term, governors believe that technological and intelligence integration between states is one of the pillars for building a robust security policy. The exchange of information and interstate cooperation are seen as fundamental to facing the challenges posed by organized crime.

The next consortium meeting is scheduled for March 20, 2026, in Minas Gerais, where Romeu Zema, recently unanimously elected to preside over the consortium, is expected to lead the discussions.
