THE Constitution and Justice Committee (CCJ) of the Senate approved this Wednesday (10) the Bill 5,582/2025known as PL Antifaction, which toughens penalties for crimes committed by criminal organizations. The text, reported by senator Alessandro Vieira (MDB-SE)now goes to the House plenary for analysis.
The proposal creates the Cide-Betsa new contribution on online sports betting — so-called bets — with the aim of financing public security actions and combating organized crime. The funds raised will make up a new portion destined for the National Public Security Fund (FNSP).
According to estimates cited by Vieira, based on data from the Central Bank, Cide-Bets could allocate up to R$30 billion per year for the sector. The rapporteur highlighted that the contribution will be provisional in nature, in force until the Selective Tax provided for in the tax reform comes into force.

Cide-Bets’ resources will be applied to the construction and modernization of penal establishments, the acquisition of equipment, technology and infrastructure, in addition to supporting integrated operations and initiatives of the security forces. For the senator, the new financing model is a response to recent discussions about the destination of assets seized in police operations.
The topic gained strength after the Chamber of Deputies approved a rule that allocates the values of assets seized in state actions to the states, keeping the values of federal operations for the Union. The government had been arguing that this division could reduce funding for bodies such as the Federal Police.
Vieira also included in the report the determination that, within 180 days, the Executive Branch presents a proposal for restructuring federal public security funds. The objective is to review the performance and overlap of instruments such as Funad (National Anti-Drug Fund), Funapol (Federal Police Apparatus Fund), FNSP (National Public Security Fund) and Funpen (National Penitentiary Fund).
According to the rapporteur, there is currently a “confused and gray area” in the management of these funds, which makes the efficient use of resources difficult. “We need to ensure that public money effectively reaches citizen security,” said Vieira during the vote in the commission.
