THE minister Luiz Fuxfrom Federal Supreme Court (STF), decided this Friday (19) to suspend part of the Ministry of Finance rule that prevents the registration of beneficiaries of social programs on electronic betting sites, known as bets.
The ban had been in force since the beginning of October, when the Treasury issued the rule to prevent beneficiaries of social programs.
The minister responded to the preliminary request from the National Association of Games and Lotteries (ANJL) and ordered the unblocking of active accounts and the reactivation of accounts that were closed after the publication of the rule, which prohibited the registration of Bolsa Família and Continuous Payment Benefit (BPC) beneficiaries on the platforms.
For the association, the rules went beyond the understanding of the Supreme Court, set in 2024, which ordered the adoption of measures to prevent the use of resources from social and assistance programs in bets.

“Considering the imminent forensic recess and the risk of irreversibility of specific acts carried out under the auspices of the aforementioned normative acts, I partially grant the precautionary request”, decided the minister.
With the measure, the ban continues to apply only to new registrations or opening new accounts. The use of Bolsa Família for betting is also prohibited. Unblocking is only for amounts that exceed the program and continued installment benefits.
The decision is valid until the Supreme Court holds a conciliation hearing on February 10, 2026 to discuss the issue with representatives of the government and also sector entities.
