SEFAZ/RN publishes first lottery operator accreditation notice

The State Secretariat of Finance of Rio Grande do Norte (Sefaz-RN) published, on December 31, 2025, the first notice of accreditation of lottery operators for the State Lottery. At this initial stage, the process only includes the Fixed Odds Bet (AQF) modality, popularly known as bet.

The deadline for sending documentation begins next Tuesday, January 20th, ten working days after publication in the Official State Gazette. Interested companies must file their requests through the SEI system, as long as they meet the requirements defined in the notice and in Ordinance No. 1,306.

According to Sefaz, the accreditation process will be divided into two stages: documentary qualification and proof of concept (PoC). Approved companies may receive permission to explore the fixed odds betting modality within the territorial limits of Rio Grande do Norte.

During the analysis, the responsible committee will evaluate criteria such as legal qualification, financial capacity, suitability and technical capacity, with emphasis on transactional volumes and the geolocation of operations.

After signing the permission contract, companies must pay a fixed grant of R$2 million within five days. In addition, a variable grant of 5% of Gross Gaming Revenue (GGR) will be charged, in accordance with Decree No. 34,840/2025.

According to the state government, the objective is to promote legal and responsible gambling, ensuring transparency, security and supervision of operations. The initiative seeks to reduce the risks associated with gaming addiction and ensure that the activity is explored ethically and legally.
