SPA says there are no reports of fraud in the bettor self-exclusion system

THE Prizes and Betting Secretariat (SPA) of Ministry of Finance released a statement this Wednesday (14) informing that, to date, there are no records of reports of fraudulent use by users of the Centralized Self-Exclusion Platform of regulated betting in Brazil. The information responds to a complaint reported to the website BNL Data, by companies in the sector that identified the scheme in operation.

The self-exclusion platform was launched on December 10, 2025 as part of measures to protect bettors and promote responsible gaming in the fixed-odd betting market. The mechanism was regulated by SPA/MF Ordinance No. 2,579/2025 and Normative Instruction No. 31/2025, which established the technical procedures for its integration into the Betting Management System (Sigap).

According to the rule, users who voluntarily decide to interrupt their access to betting platforms can request self-exclusion, which blocks their registration and access to all authorized betting sites in the country — the so-called centralized self-exclusion. There is also a specific exclusion option, valid only for one operator.

According to SPA, after the self-exclusion request made by the user, Sigap sends a signal to the operators’ systems on the bettor’s first login attempt with the registered CPF, communicating that access is prevented. After this signal, bookmakers have up to 72 hours to exclude the player from their platforms.

The rules were designed to align Brazil with best international practices to prevent compulsive gambling and promote a safer and more transparent betting environment. The centralized platform was developed by the Federal Data Processing Service (Serpro) at the request of SPA and integrates inter-ministerial initiatives that also seek to strengthen public mental health policies related to the topic.

Specialists and operators in the sector had a period of technical adaptation to implement the query and blocking mechanisms in Sigap, as required by the regulatory instruction. In addition to preventing access to self-excluded users, the system also forces operators to return any balances in these bettors’ accounts.

“The Prizes and Betting Secretariat of the Ministry of Finance (SPA-MF) clarifies that, currently, there is no report in the Betting Management System (Sigap) involving alleged fraudulent uses by users of the Centralized Self-Exclusion Platform.

Normative Instruction 31/2025 determines that, after the self-exclusion request made by the user, the betting operator’s system, when consulting Sigap, in the user’s first new login attempt, receives from the Self-Exclusion Platform information about the existence of an impediment for this user.

Betting operators must exclude the bettor within a maximum of 72 hours, which can be done at any time after the bettor’s request. If there is a bet placed before the self-exclusion takes effect and there is no other relevant legal factor, it is understood that it will be valid, regardless of its result. After the self-exclusion has been carried out or the maximum period has elapsed, no bets can be placed and the bettor will not even be able to access the operators’ betting system.”
