During the first year of the regulated market in Brazil, in 2025, the Ministry of Financeimposed two fines on legalized betting companies, these punishments totaling R$729 thousand. According to the Estadãothe sector’s estimated revenue is R$40 billion during the year 2025.
According to the report, the Prizes and Betting Secretariat (SPA) opened 15 sanctioning processes in the period, of which 13 resulted only in warnings. The two fines applied were directed to Zeroumbet, in the amount of R$596.3 thousand, and to Upbet, in the amount of R$132.6 thousand. The first was punished for using false information on its website and the second, for offering bets on events not permitted by law.
According to Estadão, the fine applied to Zeroumbet was initially R$1,192,608. Bet managed to reduce the punishment by half after appealing alleging that the disclosure of the ministerial authorization had a low degree of harm to bettors.

In a statement, the Ministry of Finance stated that it strictly follows the legislation and that processes can be analyzed in two instances. The ministry also highlighted that the value of the fines is calculated based on the company’s revenue, and not on the sector’s total revenue.
Currently, the subsecretariat responsible for inspection has only 22 people — seven of whom are permanent employees and the rest are outsourced, temporary and interns. The nucleus that works to combat money laundering has three members. The ministry informed that the SPA structure is in the process of being strengthened to keep up with market growth and expand monitoring and inspection actions.
