Dudena comments on betting market results in 2025

The Secretary of Prizes and Bets, Regis Dudenahe commented, in an interview with the radio TMClast Friday (23), the balance of the first year of the regulated betting market in Brazil. Dudena said that the first year of the regulated market showed advances in control, collection and consumer protection.

“We managed to make progress in all three. Until 2022, this sector was a regulated sector and nothing had been done (…). In 2023 this began to change with a significant change in the law. In 2024, we advanced even further by creating specific rules, creating an authorization procedure (…) and from 25 this comes fully into force”, stated Dudena.

According to the secretary, 2025 was the first year in which the State had total control over agents authorized to operate in the betting market, which was recognized by the National Congress as a public service.

“Today we have entry rules, stay rules (…). All of this has now been done and this is the main function of the secretariat that I represent”, he said.

“Today we have a regulated sector, with control, with greater protection for people and the popular economy. And we have this positive externality which is the revenue brought into the public coffers”, he added.

During his interview with the TMC 360 program, Secretary Dudena highlighted that the sports betting and online gaming market brought a “positive externality” to the government, through increased tax revenue.

“The positive externality, what is it? It’s revenue. I always like to remember that this is a matter of fiscal policy. There is another area of ​​the Ministry responsible for this. My area is responsible for protecting people and protecting the popular economy. But it is true that there is also a positive externality, which is revenue.”

According to Dudena, in 2025 the sector raised R$9.95 billion, a result of the new rules and the strengthening of regulation after the implementation of the law.

“So already this year we now have the exact number of how much this raised. So in the year 25 the sector brought 9.95 billion reais to the State, to the public coffers.”

Mental health and social protection

During the interview, Dudena also commented on actions aimed at mental health and protection of bettors, a topic that, according to him, is central to the policies of the Prizes and Betting Secretariat.

“This is the main function of the secretariat, is to protect people. At the end of 24, we created a working group with the Ministry of Health, Ministry of Sports, Communication Secretariat of the Presidency and us from the Ministry of Finance, precisely to think about solutions”, said Dudena.

Among the main measures highlighted by the secretary in the first year of the regulated market are the creation of a betting health observatory and the self-exclusion platform.

“Today there is a centralized tool, on the government website, where citizens can say: ‘I want to stay out of this sector for 1 month, 3 months, 6 months, a year or for an indefinite period of time’. This already gives a breather to those citizens who may be in need of attention”, he stated.

According to Dudena, more than 200 thousand people have already used the platform. The secretary also highlighted the existence of mental and financial health tests, developed in partnership with USP’s Hospital das Clínicas and Febraban.

The secretary also highlighted that betting houses authorized by the Union have the obligation to monitor players’ behavior and impose restrictions if they identify risk patterns.
