LottoPro leads Lotesul bid and proposes transfer of 43.36%

The company LottoPro Jogo de Apostas e Gestão de Lotéricas Ltda., based in São Paulo, presented the best offer in the bidding to manage the company’s new technological platform. Lotesul (Mato Grosso do Sul State Lottery) by proposing to transfer 43.36% of gross revenue to the state government.

The percentage represents that, for every R$100 million collected, R$43.36 million must be transferred to the public coffers, if the proposal is approved throughout the next stages of the bidding process.

The public session was held last Friday morning (23), with bidding starting at 8:04 am. The dispute had four participating companies, whose evaluation criterion was the highest percentage of gross revenue transfer. The electronic auction had a minimum bid set in the notice of 14.33% and presented progressive offers throughout the morning.

At the end of the bidding stage, LottoPro led with 43.36% — a higher percentage than competitors, whose bids ranged from 30.99% to 36.11%. A round of direct negotiation was then opened with the winning company, which reported having already reached its maximum transfer limit.

According to Campo Grande Newspresentation of the best offer, the session was stopped to analyze LottoPro’s cost sheets. The phase can last up to four hours, according to the auctioneer, and precedes the proof of concept — a stage in which the selected company must demonstrate the technical capacity to implement and operate the platform. The call for this phase will be published in the Official State Gazette.
