The governor of Acre, Gladson Cameli (PP), sanctioned Law No. 4,771, which officially institutes the Acre State Lottery Servicepublished this Monday (26) in the Official State Gazette. The new legislation establishes the legal bases for exploring lottery modalities in the territory of Acre with the aim of raising resources to finance public policies and social actions.
According to the sanctioned text, the state lottery will be able to offer bets and sell tickets in both physical and digital formats, exclusively for people over 18 years of age and within the territory of Acre, respecting the modalities authorized by federal legislation.
On the 21st, the state executive also published in the DOE the veto of one of the articles of this law. The vetoed section prohibited the dissemination or accreditation of fixed-odd bets, electronic gambling games, casinos and the like. According to the government, this restriction falls within the Union’s jurisdiction, which already allows betting companies to explore the market.

The net resources collected — including prizes not claimed within the legal deadline — must be allocated to areas considered priorities by the state government, such as social development, public health, education, sport, protection of children and adolescents, promotion of the dignity of elderly people and the State Pension Fund. The form of distribution of these amounts will be defined by specific law.
The law assigns to an unspecified state body the responsibility for authorizing, accrediting, controlling and supervising the lottery service, and exploitation may be carried out directly by the State or through concession, permission or another form defined in public procurement legislation.
The text also includes security and transparency requirements, such as mechanisms against tampering with physical and digital tickets, responsible gambling practices and cooperation with financial control bodies, such as the Financial Activities Control Council (Coaf), to prevent money laundering.
