THE Prizes and Betting Secretariat of Ministry of Finance (SPA/MF) through Ordinance No. 227published in the Official Gazette of the Union this Thursday (29), established the Forum for National Betting Systematization (SINAPO Forum), which aims to articulate, integrate and promote dialogue between the Union, the states and the Federal District on the exploration and regulation of lottery modalities in the country.
The Forum seeks to create a permanent institutional environment for the exchange of information, good regulatory practices and experiences between different spheres of government. Among the goals are strengthening legal security, transparency, data integration and protection of bettors and the popular economy.
Coordinated by the Prizes and Bets Secretariat, the Forum will be composed of representatives from the Union, states and the Federal District, who will be able to join by signing a Term of Adhesion — to be made available by SPA/MF within 45 days. The secretariat will also perform the function of Executive Secretariat of the collegiate.
SINAPO Forum meetings will take place four times a year, in person, remotely or hybrid, and may include guests from other public bodies, private entities and representatives of civil society. The body may also create Thematic Debate Forums to address specific issues regarding the exploration of lottery modalities.
According to the ordinance, participation in the Forum’s activities will be considered a relevant and unpaid public service. SPA/MF will be responsible for coordinating actions, preparing agendas, promoting institutional coordination and publishing technical documents resulting from the discussions.
The measure is part of the process of modernizing and integrating betting regulation in Brazil, initiated after the approval of Law No. 14,790/2023, which regulated fixed-odd betting and reinforced the role of the Prizes and Betting Secretariat in the national coordination of the sector.
