Dudena evaluates advances in betting regulation and announces departure from SPA

The Secretary of Prizes and Bets of the Ministry of Finance, Regis Dudenaparticipated this Thursday (29) in the event Bet On – Brazilon which he presented an overview of the first year of the regulated betting market and announced his resignation from officeamid the transition to the Secretariat of Economic Reforms (SRE).

During the presentation, Dudena highlighted that the sector’s regulatory framework is the result of a process that began after the approval of Law No. 14,790, in December 2023, and consolidated throughout 2024 with the creation of the normative base. According to him, in around six months regulation was structured for a market that, for years, operated without effective State supervision.

According to the secretary, more than 300 authorization requests were filed and analyzed within the deadlines established by the Prizes and Betting Secretariat. Dudena assessed that 2025 represents the first year in which the effects of regulation begin to be reflected in a more concrete way.

“The year of the regulated market did not start on January 1, 2025. There was intense work in 2024 to create the entire regulatory base for the sector and structure the authorization process for operators,” he stated.

“This is the first time in history that the State knows who can provide this service, who the partners and managers are, and can act more effectively to protect people and combat fraud and money laundering,” he added.

The secretary reinforced that the main mission of the SPA is the protection of gamblers and the popular economy, and not collection, which is the responsibility of the Federal Revenue Service. He attributed the advances achieved to cooperation between several public bodies — such as the Federal Police, Ministry of Justice, Ministry of Health and Anatel —, as well as partnerships with the private sector and civil society.

Among the challenges highlighted, Dudena highlighted the need to ensure full compliance with the rules by all authorized companies. “The first challenge is to ensure that everyone understands that the rules need to be followed. Anyone who does not comply will be monitored,” he said.

According to him, if Brazil reaches channelization levels between 60% and 70% for the regulated market, it will be among the leading countries in this indicator.

The secretary also mentioned the increasing use of technology and partnerships with financial institutions to identify irregular financial flows and disrupt clandestine operations. “Fighting illegality is a necessary counterpart to protecting people, guaranteeing market integrity and supporting those who operate within the rules,” he said.

In farewell, Dudena stated that he leaves the Secretariat with the certainty that institutional work will continue to advance. He highlighted the work of Deputy Secretary Daniele Correa Cardoso and the SPA team, highlighting their technical capacity and commitment to protecting consumers and the popular economy.

“I leave with the conviction that the Secretariat will continue to fulfill its role and strengthen itself, as long as sector agents understand the public responsibility involved in providing this service”, he stated.
