THE Brazilian Institute of Responsible Gaming (IBJR) stated that a broad ban on advertising sports betting and online games in Brazil could weaken regulation of the sector and favor the activities of illegal platforms. The position was disclosed in a note sent to the Power360 after the Senate’s Science and Technology Committee (CCT) approved a project that prohibits advertising, sponsorship and promotion of these activities.
According to the IBJR, advertising from duly licensed operators is an important mechanism for consumers to identify platforms that operate with authorization and under State supervision, differentiating them from clandestine websites. The restriction, in the entity’s assessment, could reduce the visibility of the formal market and expand the space for companies that do not comply with legal and tax obligations.
In a statement, the institute highlighted that advertising is a common practice in regulated sectors of the economy to inform the public about licensed companies and their operating standards, including those related to responsible gambling. The IBJR also cited a survey that indicates that sports betting was responsible for part of the complaints to the National Advertising Self-Regulation Council (Conar) in 2024.
The project approved by the CCT now goes to the Senate Constitution and Justice Committee (CCJ) for analysis. The proposal is part of a package of measures that aims to restrict the commercial communication of bets in the country, generating debate among experts, sector entities and parliamentarians about the effects of possible broader bans on the economy and on the regulation of betting itself.
