The tender for the management of the new state lottery in Mato Grosso do Sul, the Lotesulfaces a technical impasse that could exclude the company that presented the best transfer proposal to the MS government from the process.
According to the report from the Campo Grande Newsthe Proof of Concept (PoC) carried out this Monday morning (9), pointed out that LottoPro Jogo de Apostas e Gestão de Lotéricas Ltda., from São Paulo, has not currently demonstrated functionality to integrate its system with the State’s electronic safe, a mandatory requirement of the notice. As a result, the company runs the risk of being disqualified from the process.
Lottopro was the leader in the bidding phase, offering to transfer 43.36% of gross revenue to the state administration, well above the minimum 14.33% required in the notice, whose estimated value is R$51.4 million per year.
Electronic safe and technical requirement
The electronic safe provided for in the notice is the auditable stage of the lottery system, responsible for securely receiving files with daily transactions generated by operators — from deposits and withdrawals to prize payments. According to the bidding document, companies that do not fully meet the technical requirements may be disqualified from the process.

During the technical test, Lottopro representatives presented the proposed platform, with data environments about customers, transactions and daily cash. However, they did not demonstrate the connection with the government’s electronic safe, a central point for the continuity of the event.
Company positioning
In a press release, Lottopro stated that it has the technical capacity to comply with the requirement and that the discrepancy observed was due to a request for prior access to the electronic safe with a divergent understanding between the parties. The company stated that it is working to resolve the situation in the coming days and continue with the process.
Next steps
The final assessment on Lottopro’s continuation in the bidding will be made by a technical committee composed of representatives from the State Finance Department (Sefaz) and the Executive Secretariat for Digital Transformation (Setdig). The decision must be published in the Official State Gazette.
The dispute over Lotesul has been marked by previous failed attempts. The bidding was rescheduled at least twice in 2025 and only advanced with proposals at the end of January 2026.
