Chamber approves creation of the University of Sport

THE Chamber of Deputies approved this Tuesday (10) the bill that creates the Federal University of Sport (UFEsporte), in Brasilia. The new institution will be dedicated to teaching, research and extension in areas related to science and sports management. The text, authored by the Executive, is now being analyzed by the Senate.

Bill 6133/25 allows the creation of future campuses in other regions of the country and provides that part of the revenue obtained from sports betting (bets) may be directed to the university by the Ministry of Sports. In addition, UFEsporte will be able to count on Union properties and sign agreements with national and international entities.

The text approved in the Plenary is a substitute for deputy rapporteur Julio Cesar Ribeiro (Republicanos-DF), who removed expressions such as “misogyny”, “racism” and “gender” from the text in the section on the institution’s purposes, maintaining, however, the objective of promoting equity and combating discrimination in sport.

Among the main purposes of UFEsporte are:

  • train qualified professionals for the management of public policies and sports organizations;
  • promote research in sports science and high-performance training;
  • encourage parasports and the inclusion of people with disabilities;
  • encourage the development and financing of women’s sports;
  • combat violence and discrimination in the sporting environment.

THE Ministry of Sports will be responsible for appointing the first rector and vice-rector, who will have a temporary mandate until the university statute is approved. The institution will have 180 days after the appointment to send the proposed regulations and statutes to the Ministry of Education.

After budgetary authorization, the new University of Sport will be able to hold public competitions for teachers and administrative technicians.

During the vote, rapporteur Julio Cesar Ribeiro highlighted that there is a shortage of professionals specialized in sports management and public policies, which justifies the creation of the university.

“The public and free offer of undergraduate and postgraduate courses for technologists seems very positive to us and tends to fill a historical shortage of professionals in the sector”, he said.

Financing

The project approved by the Chamber authorizes part of the revenue generated by bets to be used to finance the new UFEsporte, linked to the Ministry of Sports. In 2025, the federal government has already collected more than R$8.8 billion in taxes on the sector, reinforcing the perspective that a fraction of these resources — added to budgetary funds, agreements and revenue from services provided — can help structure and maintain UFEsporte’s activities.
