THE LottoPro Betting Games and Lottery Management Ltd, the company that had presented the best proposal in the bidding to operate the Mato Grosso do Sul State Lottery platform (Lotesul) was failed in the technical stage of the process, triggering a new competitive phase of the state contest.
The company had led the auction held by the Government of Mato Grosso do Sul with a bid of 43.36% of the transfer of gross revenue to the State, well above the minimum 14.33% required in the notice estimated at R$51.4 million.
However, the company failed in the second phase of the bidding process, during the Proof of Concept (PoC), for not demonstrating the mandatory functionality of connecting to the state government’s electronic safe system, a technical device essential for the auditability and security of the platform’s operations.
The requirement is contained in the Lotesul notice, which provides that the electronic safe receives and securely records files generated by accredited operators, guaranteeing transparency and real-time control of transactions. The absence of this functionality led to the company’s automatic disapproval, according to the evaluation committee.

With the elimination of LottoPro from the technical stage, the state government called on the other three bidding companies to continue in the contest. The new phase is scheduled for Friday (13), when the other competitors will present their solutions and begin technical evaluation to choose the future manager of Lotesul.
Lotesul, out of operation for more than 15 years, aims to revive the state lottery with a technological platform that centralizes sales, identifies players and manages payments of prizes, taxes and transfers to the State.
The bidding process now continues with a focus on the technical evaluation of the systems offered by the other competitors, while the public administration seeks to guarantee the implementation of a solution that fully meets the requirements of the notice and the control and inspection needs of gaming in the state.
