Mesp integrates GTI dos Games to strengthen the sector and expand policies for e-Sports

THE Ministry of Sports (MEsp) participated, this Monday (9), in the installation of the Games Interministerial Working Group (GTI), created to regulate Law No. 14,852/2024, which establishes the Legal Framework for the Electronic Games Industry in Brazil. The initiative is coordinated by the Ministry of Culture (MinC) and brings together representatives from various departments and the private sector.

The group’s mission is to develop proposals to strengthen games as a strategic segment of audiovisual, culture, creative economy and sport. The participation of the Ministry of Sports reinforces the federal government’s directive to treat electronic sports (e-Sports) as part of an interministerial agenda focused on training, social inclusion, sports economics and protection of children and adolescents.

The group’s installation was attended by representatives from the ministries of Education, Health, Finance, Justice, Science and Technology, Industry and Commerce, as well as bodies such as Ancine, INPI, AGU and Abragames. The GTI will meet every two weeks and, at the end of the work, will present a report to the Minister of Culture, Margareth Menezes, with recommendations for regulating the law and formulating public policies for the sector.

According to the executive secretary of the Ministry of Culture, Márcio Tavares, the creation of the GTI represents “an important step in the institutionalization of policies for games”. He highlighted the relevance of the partnership with the Ministry of Sports.

“The gaming sector is dynamic and involves many languages, including electronic sports. The participation of the Ministry of Sports in this working group is very important, as it reinforces the vision of the Brazilian government, based on an inter-ministerial agenda for a sector that is increasingly important for our economy, our culture and our sport”, he added.

The national secretary of Sports Betting and Economic Development of Sports, Giovanni Rocco, highlighted that the GTI will allow for broader coordination between different areas of the government.

“It is very important to create this working group through dialogue between ministries and through careful consideration of Brazilian athletes, who, in most cases, are children and adolescents. We are talking both about the economic dimension and entrepreneurship in the games sector and about protection, training and career development”, he highlighted.

According to Giovanni Rocco, the Ministry of Sports has worked to treat electronic sports as a social inclusion policy. “This agenda involves sport, culture, training, health and quality of life. Electronic sport can be a mechanism for social inclusion, and this is an issue that we are looking at very carefully in the Ministry of Sport, as determined by Minister André Fufuca,” he stated.

Public policies for e-Sports

The Ministry of Sports has been expanding its actions aimed at electronic sports. According to the ministry’s e-Sport director, Márcio Zuba, the organization is carrying out a national mapping of public electronic sport policies. Since October 2024, the 27 state sports departments and dozens of municipalities have been consulted to identify ongoing programs and integration opportunities.

The survey also involves federal and state universities, looking for courses and training programs linked to games and e-Sports.

“This diagnosis speaks directly to the GTI, because it generates knowledge that can be incorporated into public policies”, explained Zuba.

10 thousand scholarships for training in games and e-Sports

Among the ongoing initiatives, the Technical Cooperation Agreement signed between the Ministry of Sports and UNIFATECIE stands out, which resulted in the offer of 10,000 free scholarships for online courses focused on the games and electronic sports sectors. The vacancies are aimed at young people aged 15 to 29, with priority given to public school students.

By the end of 2024, around 9,400 scholarships had already been completed, reaching young people in all Brazilian states.

“These are 100% free courses, with a technical, behavioral and digital entrepreneurship focus. The reception was very positive and shows the potential of electronic sports as a public training and development policy”, said Zuba.
