Mesp defines rules to suspend lottery transfers to irregular sports entities

THE Ministry of Sports published, this Thursday (12), in the Official Gazette of the Union, the Ordinance No. 6/2026which establishes the flow of communication between the department’s Certification Board and Caixa Econômica Federal to suspend the transfer of lottery and betting resources to sports entities that do not comply with legal requirements.

The measure regulates the procedure for blocking funds from prediction contests and fixed-odd bets intended for organizations of the National Sports System that have expired, rejected or canceled their General Sports Certification.

According to the text, the Certification Board will be responsible for verifying whether entities meet the requirements set out in the Pelé Law (Law No. 9,615/1998), the General Sports Law (Law No. 14,597/2023) and complementary standards. If irregularities are found, the ministry must notify Caixa within five business days so that the transfers can be suspended.

The communication must include the entity’s registration data, the administrative process number and the applicable legal provisions. After receiving the notification, Caixa must confirm the suspension of payments within 48 hours. The blockade will remain valid until the ministry communicates the regularization of the situation.

The ordinance also determines that the Certification Board maintains a systematized record of all communications sent, ensuring transparency and traceability of administrative acts. The standard also mentions that any irregularities may be forwarded to control bodies for additional action.
