The mayor of Cuiabá, Abilio Brunini (PL), sent a bill to the City Council that repeals the legislation responsible for creating the public service municipal lottery in the capital of Mato Grosso. The proposal was filed this Monday (9) and is being processed urgently in the Legislature.
According to the website report People’s Muvucathe text fully revokes Law No. 6,872, of October 2022, which authorized the institution and operation of the municipal lottery. According to City Hall, the measure seeks to adapt the local legal system to the understanding of the Federal Supreme Court (STF), which suspended the activities of municipalities in the operation of lottery services.
In the message sent to councilors, the Executive states that the STF recognized that lottery activity does not fit into the concept of local interest, as it involves operations of an economic, financial and technological nature that go beyond the territorial limits of the municipalities. Therefore, regulation of the sector would require regulatory standardization and coordination at a national level.
The City Hall also argues that maintaining the municipal lottery could expose Cuiabá to legal and financial risks, including the possibility of daily fines being imposed, if contracts signed based on the revoked legislation remained in force. Technical opinions from Cuiabá Regula and the Attorney General’s Office of the Municipality of Cuiabá also highlighted the structural unfeasibility of the local lottery system, as it requires permanent auditing, international software certification and constant monitoring of financial flows — demands that, according to the Executive, go beyond the administrative capacity of the municipality.
Another highlighted point is the social impact of betting exploitation. The project mentions that increased access to gambling, without adequate regulatory control, can worsen cases of ludopathy — a compulsive disorder related to gambling — and generate psychological, property and family damage, especially among the most vulnerable populations.
The proposal is being processed urgently and will still be analyzed by the standing committees before being voted on in plenary.
