THE Cuiabá City Council approved this Thursday (19) the repeal of Law No. 6,872, of October 28, 2022, which established the Public Lottery Service in the municipality. The decision was taken during an extraordinary joint meeting of the Constitution, Justice and Writing (CCJR) and Social Security and Public Administration (CPAP) committees, held online.
The proposal was filed on February 9 and is being processed urgently by the Legislature. Sent by the Executive, and analyzed in Process No. 6068/2026, the text provides for the full repeal of the legislation that authorized the creation of the municipal lottery. As a result, the capital of Mato Grosso no longer has a legal provision to operate its own betting service.

According to City Hall, the measure seeks to adapt the local legal system to the understanding of the Federal Supreme Court (STF), which suspended the activities of municipalities in the operation of lottery services.
The Executive states that the STF recognized that lottery activity does not fit into the concept of local interest, as it involves operations of an economic, financial and technological nature that go beyond the territorial limits of the municipalities. Therefore, regulation of the sector would require regulatory standardization and coordination at a national level.
Participating in the meeting, for the CCJR, were councilors Samantha Iris (PL), president; Marcrean Santos (MDB), vice president; and Daniel Monteiro (Republicans). For CPAP, Dilemário Alencar (União Brasil), president, and Baixinha Giraldelli (Solidariedade), head of the commission, were present.
After receiving a favorable opinion, the proposal now goes to the plenary for a vote.
