THE World Lottery Association (WLA)a global entity that brings together state lotteries and authorized operators from more than 80 countries, presented a position paper on the bill that aims to regulate online betting in Chile. The initiative seeks to support Chilean authorities in building an online gaming market safe, transparent and socially responsible.
In the document, the WLA argues that effective regulation must prioritize game channeling for licensed operatorsreducing the space for illegal platforms. Among the recommendations is the definition of clear limits on the number of licensesproportional to the State’s real inspection capacity, avoiding the creation of an oversized and difficult to supervise market.
Consumer Protection and Responsible Gaming
One of the central axes of the proposal is the strengthening of Responsible Gaming. THE WLA recommends the prohibition of welcome bonuses and “risk-free” promotionspractices that can attract minors and young adults to the online betting environment.
The association also suggests that operators who acted irregularly in the past go through a rigorous evaluation process before obtaining a license, preventing the new regulation from acting as a type of amnesty for those who operated outside the law.
Social value of the Chilean Charity Poll
WLA highlights the social role of its associate in the country, Polla Chilena de Beneficencia, which in 2024 redistributed around US$69 million to the Chilean State and beneficiary institutions. According to the entity, it is essential that the new regulatory framework preserve the social return model of state lotteryavoiding disproportionate financial or administrative burdens that compromise its public interest mission.
Transparency, compliance and combating the illegal market
To strengthen the integrity of the regulated market, the WLA supports measures such as:
- Blocking payment methods used by unauthorized operators;
- IP address blocking from illegal websites;
- Reinforcement of transparency in the corporate structure of companies, as a way of preventing money laundering.
The entity also recommends the adoption of a balanced taxation modelwhich considers the social costs associated with online gambling, but which does not make legal operators economically unviable in the face of competition from the illegal market.
With the advancement of the regulatory debate in Chile, WLA’s position reinforces a trend observed in other Latin American markets: the search for sustainable regulatory modelswhich combine collection, consumer protection, combating illegality and economic viability for licensed operators.
