The special committee of Chamber of Deputies which analyzes the Proposed Amendment to the Public Security Constitution (PEC 18/25) meets this Wednesday (4) to discuss and analyze the report by deputy Mendonça Filho (União-PE). The proposal creates the Unified Public Security System, which integrates the actions of the Union and the states in combating organized crime.
The proposal faces, in the hours before deliberation, a final round of negotiations between Lula governmentrapporteur and party leaders, mainly around financing the area. The government is trying to close an alternative to funding public security policies with resources from taxation of betting houses.

Betting features
In meetings held since Monday night and resumed in the early hours of Tuesday, government leaders began to defend a solution to finance the expansion of security policies without creating a new tax. The matter was discussed again at a meeting at Palácio do Planalto that brought together ministers from the Lula government and allied parliamentarians.
The proposal under analysis envisages redirecting part of the revenue from taxation on sports betting to the area of public security. Last year, the rate on so-called bets was raised from 12% to 18%.
The strategy gained strength after Planalto’s defeat in the PL Antifaction process, when the attempt to include in the text the creation of a Cide on betting to finance security was blocked. Now, the idea is to reuse an existing source of revenue, without increasing the tax burden.
The definition of the eventual inclusion of this mechanism in the PEC must occur in the last rounds of negotiations between the government, rapporteur and party leaders before the vote.
