The Department of Justice of United States revealed, this Thursday (15), a case of manipulation of results in college basketball games in the North American country and in China. In total, 26 people were accused of participating in an illegal betting scheme that would have influenced the outcome of dozens of matches between 2022 and 2025.

According to the investigation, the group combined results and adjusted players’ performance to profit from sports betting. Among those accused is former NBA player Antonio Blakeney, who allegedly acted as one of the organizers of the scheme, recruiting college athletes willing to “play below expectations” in exchange for bribes ranging between US$10,000 and US$30,000 per game.

The case involves at least 17 college players from the NCAA (North American university league) and matches from the Chinese Basketball Association (CBA), in China. According to prosecutors, the fraud was planned to manipulate the difference in points (point shaving) — a practice in which results are adjusted without necessarily changing the winner, making detection difficult by authorities and bookmakers.

Investigations indicate that the group used privileged information and encrypted messaging applications to coordinate manipulations. The fraud reportedly netted those involved hundreds of thousands of dollars before it was discovered.

The Department of Justice classified the case as a threat to the integrity of sports and the betting industry, which grew rapidly in the US after legalization in several states. “Result manipulation erodes fans’ trust and compromises the spirit of competition,” said prosecutor Philip Sellinger, responsible for the case.

According to the North American channel ABC Newstwo of the players named in the indictment, Cedquavious Hunter and Dequavion Short, both from New Orleans, were disciplined in November by the NCAA for allegedly fixing game results.

“By placing these bets on games they had rigged, the defendants defrauded sportsbooks, as well as individual bettors, who were unaware that the defendants had corruptly manipulated the outcome of these games, which should have been decided fairly, based on genuine competition and the best efforts of the players,” the indictment says.

NCAA President Charlie Baker said in a statement that the association continues to work with police authorities to preserve the legitimacy of university sports competitions.

“The Association has and will continue to aggressively combat sports betting violations in college athletics by utilizing a multi-layered integrity monitoring program covering more than 22,000 games,” Baker said.

According to the ministry, between 2018 and 2025, SUS services related to pathological gambling and risky behavior linked to betting increased. Growth raises awareness about the impacts on mental health, family relationships and the financial lives of those who develop addiction.

The guide provides practical guidance for professionals in the Psychosocial Care Network (RAPS) and highlights that care must be integrated, involving everything from Primary Care to Psychosocial Care Centers (CAPS), hospitals and emergency services, according to the severity of each case.

The document also points out that betting — especially in the digital environment — is associated with anxiety, depression, debt and social isolation. The recommendation is that treatment is based on qualified listening, care in freedom and harm reduction.

The launch of the guide is part of the department’s broader strategy, which includes the Line of Care for People with Problems Related to Gambling, the Centralized Self-Exclusion Platform and the Observatório Saúde Brasil de Apostas, developed in partnership with the Ministry of Finance.

The self-exclusion platform will allow the user to block access to betting sites and receive guidance on seeking assistance from the SUS. The observatory will use data to identify risk behaviors and support public policies for prevention, regulation and care.

THE Prizes and Betting Secretariat (SPA) of Ministry of Finance released a statement this Wednesday (14) informing that, to date, there are no records of reports of fraudulent use by users of the Centralized Self-Exclusion Platform of regulated betting in Brazil. The information responds to a complaint reported to the website BNL Data, by companies in the sector that identified the scheme in operation.

The self-exclusion platform was launched on December 10, 2025 as part of measures to protect bettors and promote responsible gaming in the fixed-odd betting market. The mechanism was regulated by SPA/MF Ordinance No. 2,579/2025 and Normative Instruction No. 31/2025, which established the technical procedures for its integration into the Betting Management System (Sigap).

According to the rule, users who voluntarily decide to interrupt their access to betting platforms can request self-exclusion, which blocks their registration and access to all authorized betting sites in the country — the so-called centralized self-exclusion. There is also a specific exclusion option, valid only for one operator.

According to SPA, after the self-exclusion request made by the user, Sigap sends a signal to the operators’ systems on the bettor’s first login attempt with the registered CPF, communicating that access is prevented. After this signal, bookmakers have up to 72 hours to exclude the player from their platforms.

The rules were designed to align Brazil with best international practices to prevent compulsive gambling and promote a safer and more transparent betting environment. The centralized platform was developed by the Federal Data Processing Service (Serpro) at the request of SPA and integrates inter-ministerial initiatives that also seek to strengthen public mental health policies related to the topic.

Specialists and operators in the sector had a period of technical adaptation to implement the query and blocking mechanisms in Sigap, as required by the regulatory instruction. In addition to preventing access to self-excluded users, the system also forces operators to return any balances in these bettors’ accounts.

“The Prizes and Betting Secretariat of the Ministry of Finance (SPA-MF) clarifies that, currently, there is no report in the Betting Management System (Sigap) involving alleged fraudulent uses by users of the Centralized Self-Exclusion Platform.

Normative Instruction 31/2025 determines that, after the self-exclusion request made by the user, the betting operator’s system, when consulting Sigap, in the user’s first new login attempt, receives from the Self-Exclusion Platform information about the existence of an impediment for this user.

Betting operators must exclude the bettor within a maximum of 72 hours, which can be done at any time after the bettor’s request. If there is a bet placed before the self-exclusion takes effect and there is no other relevant legal factor, it is understood that it will be valid, regardless of its result. After the self-exclusion has been carried out or the maximum period has elapsed, no bets can be placed and the bettor will not even be able to access the operators’ betting system.”

The State Secretariat of Finance of Rio Grande do Norte (Sefaz-RN) published, on December 31, 2025, the first notice of accreditation of lottery operators for the State Lottery. At this initial stage, the process only includes the Fixed Odds Bet (AQF) modality, popularly known as bet.

The deadline for sending documentation begins next Tuesday, January 20th, ten working days after publication in the Official State Gazette. Interested companies must file their requests through the SEI system, as long as they meet the requirements defined in the notice and in Ordinance No. 1,306.

According to Sefaz, the accreditation process will be divided into two stages: documentary qualification and proof of concept (PoC). Approved companies may receive permission to explore the fixed odds betting modality within the territorial limits of Rio Grande do Norte.

During the analysis, the responsible committee will evaluate criteria such as legal qualification, financial capacity, suitability and technical capacity, with emphasis on transactional volumes and the geolocation of operations.

After signing the permission contract, companies must pay a fixed grant of R$2 million within five days. In addition, a variable grant of 5% of Gross Gaming Revenue (GGR) will be charged, in accordance with Decree No. 34,840/2025.

According to the state government, the objective is to promote legal and responsible gambling, ensuring transparency, security and supervision of operations. The initiative seeks to reduce the risks associated with gaming addiction and ensure that the activity is explored ethically and legally.

This peak coincides with the decisive phases of national and international championships, showing how betting companies align their advertising strategies with highly relevant sporting events.

Analysis of investment behavior throughout the year demonstrates how betting companies are increasingly in sync with the sporting calendar, adjusting their campaigns to maximize exposure during peak viewing moments. This approach not only increases the visibility of brands, but also reinforces competitiveness in the market.

The role of pay TV and radio

Although open TV received the majority of investment, pay TV also played an important role, especially in December, when it reached its peak investment point. This period coincides with championship finals and season-ending campaigns, making pay TV a valuable tactical medium for betting companies.
