Bill No. 2,234/2022, which proposes the legalization of casinos, bingo halls, jogo do bicho (animal gambling), online betting, and horse racing in Brazil, is ready for a vote in the Senate plenary. The bill’s vote now depends on an agreement to return to the plenary session.

The proposal has already been approved by the Chamber of Deputies and received a favorable opinion from the Senate’s CCJ in June 2024, through a report by Senator Irajá (PSD-TO). The bill defines conditions for the operation of these activities, casinos installed in resorts or integrated leisure complexes, state limits, minimum capital requirements, equipment inspections, and specific taxation, among other rules.

Behind the scenes, Davi Alcolumbre has supported the bill and is evaluating the ideal time to table it in the plenary session. The rapporteur, Senator Irajá (PSD-TO), expects the bill to be voted on by the end of this year. In July 2025, the bill was on the agenda, but was postponed due to a lack of quorum.

The bill faces resistance, especially from the evangelical bloc and from members of parliament who raise concerns about social risks, such as gambling addiction, corruption, and money laundering. The bill has the support of the Ministry of Tourism.

“As a government agency dedicated to tourism development, we support the proposal, as do other ministries. We want to attract more visitors and encourage the movement of people within Brazil,” said Tourism Minister Celso Sabino in a press conference.

If approved, the bill will give the federal government up to one year to regulate the activity. The rapporteur himself emphasizes that it will not be possible to open casinos immediately; the entire implementation process could take up to three years.
