The secretary of the Prizes and Betting Secretariat (SPA), Daniele Corrêa Cardosostated that a total ban on sports betting advertising could harm the process of channeling bettors to regulated platforms. The statement was given in an interview with UOLamid the debate on bills that seek to restrict the dissemination of bets in Brazil.
According to the secretary, the regulated market is still new and communication from authorized companies can help consumers identify which operators are legal.
“We have had a regulated market for a year, it is a recent market from a regulatory point of view. We raise questions about this total ban. At the moment, we have a process to combat illegal ones. The consumer needs to see a movement of communication, of understanding of the sector, of what the market is”, he stated.
Daniele Corrêa Cardoso also highlighted that the total absence of advertising can make it difficult for the public to understand how the legal market works. “This total ban, at the moment, is not seen so favorably. The consumer still doesn’t have that clarity of where they are, how they are”, he added.

The secretary also reinforced that the government has intensified actions against clandestine operators. According to her, more than 25 thousand illegal websites have already been taken down, as part of the strategy of channeling bettors to authorized platforms.
“We are in a channeling process. We are fighting the illegal market. So, we know that it is important that, if citizens are interested in the market, they go to the legal market”, he said.
The text of the project, authored by Senator Damares Alves (Republicanos-DF), is a substitute for PL 3,563/2024by senator Randolfe Rodrigues (PT-AP). The proposal amends the Sports Betting Law and also prevents the promotion of bets related to election results. The PL was approved in Science and Technology Commission (CCT) of the Senate on February 4, and went to the Constitution and Justice Commission (CCJ).
