THE Ministry of Sports published this Tuesday (7), in the Official Gazette of the Union, the MESP Ordinance No. 27/2026which regulates sports and entities that can be the subject of fixed-odd betting in Brazil. The rule updates the list of sports authorized for betting and revokes previous ordinances No. 125/2024 and No. 36/2025.
The new regulations establish that only expressly listed modalities can be used in sports betting. These include sports recognized by the International Olympic Committee (IOC), such as football, basketball, volleyball, tennis, judo and swimming, as well as Paralympic, Deaflympic and Pan-American program sports.
The ordinance also includes sports considered to be highly popular, such as MMA, beach tennis, capoeira, jiu-jitsu, footvolley, American football, snooker, motor racing, motorcycling and chess. Another novelty is the authorization for betting on tournaments eSportsas long as they have a license or authorization from the developers or holders of the rights to the electronic games.

Furthermore, the standard establishes important restrictions. Betting on non-professional competitions that are not officially recognized by sports entities is prohibited. Bets on youth categories and events that exclusively involve underage athletes are also prohibited.
The text also determines that electronic game developers will not be able to grant exclusivity to a single betting operator, guaranteeing equal access conditions and free competition between operators.
According to the Ministry of Sports, the list of modalities will be kept updated and may receive new additions depending on the official recognition of sports or the regulation of new modalities, including e-Sports.
The ordinance regulates item I of art. 3rd of Law No. 14,790/2023, which established the rules for fixed-odd betting in Brazil, and complements Interministerial Ordinance MF/MESP/AGU No. 28/2024.
