Government establishes national policy to combat manipulation of sports results

The Federal Government established, through an interministerial ordinance published this Thursday (2) in the Official Gazette of the Unionthe National Policy for Preventing and Combating the Manipulation of Sports Results (PNPEMR).

The initiative will be coordinated by Ministry of Sports and will include the participation of Ministry of Financethe Ministry of Justice and Public Security and the Federal Policewith the aim of strengthening the integrity of sports competitions in the country.

The policy establishes guidelines for regulation, prevention, monitoring, inspection and repression of fraud, seeking to ensure that sporting results are defined exclusively by the athletes’ performance. The measure also recognizes sporting integrity as an asset of public interest, essential for the credibility and transparency of sport.

According to the Minister of Sports, Paulo Henrique Cordeiro, the initiative continues the work started under former minister André Fufuca. “Now, we continue this effort, strengthening integrated action between the State, sports entities and the betting sector to prevent fraud, hold those involved accountable and preserve the credibility of the sport”, he stated.

The implementation of the policy will be carried out through an Action Plan structured around four axes: regulation, prevention, monitoring and inspection, and repression. Among the planned measures are educational campaigns, training of athletes and sports professionals, monitoring suspicious betting patterns and cooperation between national and international bodies.

In the scope of public security, the national secretary of Public Security, Chico Lucas, highlighted that the action will be based on the integration between intelligence, investigation and regulation. According to him, the strategy seeks to strengthen information sharing and expand the identification of criminal organizations involved in manipulating results.

The Prizes and Betting Secretariat (SPA), linked to the Ministry of Finance, will have a role in regulating and monitoring the betting market. The secretary Daniele Correa Cardoso stated that the department’s activities will be focused on protecting citizens and monitoring suspicious patterns, with communication of possible irregularities to the competent authorities.

The director general of the Federal Police, Andrei Rodrigues, stated that the institution will act in an integrated manner to guarantee effective investigations and combat organizations involved in sports fraud, including with international cooperation.

The policy also provides for the creation of a management committee to monitor the implementation of the measures, in addition to protection mechanisms for whistleblowers and actions aimed at promoting sporting integrity from the grassroots levels down.
