THE Chamber of Deputies approved, this Wednesday (22), the urgency regime for the bill that creates a national strategy to assist people affected by gambling and betting addiction in Brazil. With the decision, the proposal can be analyzed directly in the plenary, without going through thematic committees, which speeds up its processing.
Authored by deputy Ruy Carneiro (Pode-PB), Bill 4583/24 comes amid increasing concerns about the impacts of online betting in the country. The initiative envisages the creation of an integrated care network for people with ludopathy, including early diagnosis and psychological, medical and social support, both for patients and their families.
When defending the proposal, the parliamentarian classified the problem as a “silent epidemic” and highlighted the effects of gaming addiction on Brazilian families. According to him, the objective is to ensure that public authorities offer adequate support to those affected. “Thousands of families are being destroyed by gaming addiction, and the public authorities cannot sit idly by. This program will guarantee medical, psychological and social care for those who suffer from this compulsion”, he stated.

In addition to direct assistance, the text also provides for awareness campaigns about the risks of betting and the training of health professionals to identify and treat cases of addiction.
The project is part of a package of four proposals that had the urgency regime approved by the Chamber in the same session. Among them are PL 6399/25, on Fundef transfers; PLP 158/25, which deals with the retention of public employees after the age of 75; and PRC 22/26, which creates a secretariat focused on monitoring decisions of the inter-American human rights system.
With the urgency approved, the expectation is that the text on ludopathy will be analyzed in the next plenary sessions.
