THE Prizes and Betting Secretariat (SPA) announced this Tuesday (17) that it made the term of membership to the Forum for National Betting Systematization (Sinapo), for states and the Federal District. The new phase represents a new stage in the coordination between federative entities to regulate the sector in the country.
Established by Ordinance SPA/MF nº 227, of January 28, 2026, Sinapo was created as a permanent space for dialogue between federative entities. The objective is to discuss and improve the regulation of lottery and betting modalities in Brazil.
According to the ordinance, it was up to the secretariat to make available, within 45 days, the adhesion term to states and the DF interested in participating in the initiative. With the publication of the document and the form for appointing representatives On the official portal, federative entities can now formalize their participation in the forum.
Adhesion occurs by signing the term and sending the form, in which each state or the DF must indicate a main representative and an alternate, in addition to providing institutional contacts for communication with the secretariat.
Sinapo focuses on strengthening technical cooperation between different levels of government. The proposal includes the exchange of experiences, the dissemination of good regulatory practices, the integration of data and the development of joint strategies aimed at public betting policies.
The forum’s objectives include improving sector regulation, reinforcing legal security and transparency, in addition to promoting integrity in the operation of lottery modalities, with an emphasis on protecting bettors and the popular economy.
Sinapo meetings will have a technical nature and will take place, as a rule, four times a year. Meetings may be in-person, remote or hybrid. The official schedule will be published by the secretariat after the consolidation of membership and the nomination of representatives by the participating entities.
The documents required for membership are now available on the Prizes and Betting Secretariat portal. Interested States and the Federal District must complete and send the forms to formalize participation in the forum.
