The federal government published in the Official Gazette of the Union this Tuesday (7) the Provisional Measure No. 1,348/2026which changes the allocation of resources from fixed-odd bets and directs part of the revenue to the Fund for the Equipment and Operationalization of Core Activities of the Federal Police (FUNAPOL).
The measure modifies Law No. 13,756/2018 and establishes that 3% of net revenue from sports betting will be allocated to FUNAPOL. However, the distribution will be gradual: in 2026, the percentage will be 1%, rising to 2% in 2027, until reaching the 3% predicted permanently.
MP 1,348/2026 authorizes the federal government to contribute up to R$200 million to Funapol in 2026. In 2025, the fund covered R$634,000 in committed expenses, according to the Integrated Planning and Budget System (Siop).

According to the text, most of the resources will continue to be allocated to the funding and maintenance of betting operators. In 2026, this percentage will be 87%, and in 2027, 86%. The remaining 12% remains with other destinations already provided for by law, including areas such as public security, sport and education.
The provisional measure also expands the possibilities for using FUNAPOL resources. Among the new allocations is the cost of health care for Federal Police employees, including reimbursement for medical expenses, in addition to payment for extraordinary activities aimed at increasing institutional efficiency.
The text also allows part of the resources to be extended to employees of the Federal Highway Police and the Federal Penal Police, in accordance with regulations from the Ministry of Justice and Public Security.
Furthermore, the measure authorizes the Executive Branch to increase, in 2026, FUNAPOL’s allocations with resources from the National Treasury, up to the limit of R$200 million, respecting budgetary and fiscal legislation.
The Provisional Measure came into force, but needs to be approved by the National Congress within 120 days to not lose validity.
