THE Sports Commission from the Chamber of Deputies approved a proposal that allocates part of the revenue from federal lotteries to entities representing and assisting professional athletes. The text provides for transfers to the National Federation of Professional Football Athletes (Fenapaf) and the Federation of Professional Athletes’ Associations (Faap).
According to the proposal, each entity will receive 0.01% of the product collected by numerical prediction lotteries. To make the measure viable, the percentage allocated to the Ministry of Sports will be reduced from 2.45% to 2.44%.
The approved text is a substitute presented by the rapporteur, deputy Julio Cesar Ribeiro (Republicanos-DF), to Bill 5213/2025, authored by deputy Caio Vianna (PSD-RJ). The new version expands the scope of the original proposal, which only benefited football players, to include athletes from different sports.
According to the rapporteur, the initiative seeks to reinforce the social protection network for athletes, through training programs, professional reintegration and social assistance.
The assessment presented to the commission is that the budgetary impact of the measure will be reduced, without compromising the public policies conducted by the Ministry of Sports.
The project is being processed conclusively and will now be analyzed by the Finance and Taxation and Constitution and Justice and Citizenship committees. To come into force, the proposal still needs to be approved by the Chamber of Deputies and the Federal Senate.
