THE Ministry of Sports began this Tuesday (28), in Brasília, the I1st National Technical Meeting on Combating the Manipulation of Sports Results. Held in partnership with the Ministries of Finance and Justice and Public Security, the event continues until Thursday (30) and brings together public managers, betting market operators, athletes and companies specialized in sports integrity.
The initiative focuses on strengthening the State’s integrated action in preventing, detecting and combating the manipulation of sports results, considered one of the main threats to the credibility of competitions.
During the opening, the national secretary of Sports Betting and Economic Development of Sports, Giovanni Rocco, stated that the country has made progress in building a structured policy to combat this type of crime.
“Today, sport in Brazil is more protected. We started practically from scratch and, in a short time, placed the issue at the center of the national debate. We acted firmly, including with the CPI on the manipulation of games and sports betting, and contributed to concrete changes, such as the inspection of illegal content on digital platforms. This demonstrates the Ministry of Sports’ commitment to integrity”, he stated.

According to him, the topic gained prominence in the national debate and resulted in concrete actions, such as the inspection of illegal content on digital platforms. Rocco also highlighted the creation of Interministerial Ordinance MESP/MF/MJSP nº 1/2026, which establishes governance and coordination guidelines between public bodies.
Another point mentioned was Brazil’s entry as an effective member of the Macolin Convention, an international initiative aimed at combating sports manipulation. The country became the first outside Europe to join the agreement.
The director general of the Federal Police, Andrei Augusto Passos Rodrigues, highlighted the importance of cooperation between institutions in combating organized crime linked to sport and betting.
Among the deliverables presented at the meeting is the Suspicious Bet Analysis System, developed by the Federal Police, which will allow data to be crossed to support investigations. The second edition of the National Manual to Combat Manipulation of Sports Results was also launched, with operational guidelines and joint action flows.

Another advance announced was the creation of the first Distance Education course (EAD) on Prevention and Repression of Manipulation of Sports Results, aimed at training public security agents across the country.
The director of the United Nations Office on Drugs and Crime (UNODC) in Brazil, Elena Abbati, praised Brazilian initiatives and stated that measures such as the creation of a working group, manual and public policy represent international good practices.
The meeting also consolidates the structuring of the National Ecosystem of Integrity in Sports Betting, a model based on integration between public bodies and strategic actors. The proposal brings together intelligence, regulation and investigation, expanding information sharing and efficiency in combating fraud.
