SPA brings together states in first Sinapo meeting

THE Prizes and Betting Secretariat (SPA), linked to the Ministry of Finance, held this Wednesday (13), in Brasília, the first ordinary meeting of the National Betting System Forum (Sinapo). The meeting brought together representatives from 11 states and the Federal District to discuss actions related to the regulation of the fixed-odd betting market in the country.

During the meeting, participants exchanged experiences on the regulatory models adopted in each federative unit and learned about initiatives developed by SPA in the areas of inspection, authorization of operators and application of sanctions.

Among the main topics discussed were responsible gaming, prevention of money laundering, consumer-gambler protection and sporting integrity. According to SPA, the objective of the forum is to strengthen technical cooperation between the Union, states and the Federal District, in addition to expanding regulatory alignment between federative entities.

The Secretary of Prizes and Betting, Daniele Cardoso, stated that the creation of the permanent space for dialogue seeks to expand the institutional coordination of the betting sector in Brazil.

“The construction of this permanent space for dialogue is essential to strengthen coordinated action between the Union, states and the Federal District in the betting sector. The exchange of experiences and the sharing of initiatives between regulators allow for expanding the debate on topics that are so important for the sector, such as responsible gambling, sporting integrity, prevention of money laundering and consumer-bettor protection”, he highlighted.

Representatives from the states of Sergipe, Maranhão, Paraná, Ceará, Mato Grosso do Sul, Rio Grande do Norte, Minas Gerais, Rio de Janeiro, Tocantins, Acre and the Federal District participated in the meeting.

The meeting was the first held after the official creation of Sinapo, established in January this year through Ordinance No. 227. The initiative is part of the SPA’s regulatory agenda for the 2025/2026 biennium and is part of the actions planned to structure the national coordination of the regulated betting sector.

According to the secretariat, at this first stage, states’ accession occurs through terms of accession. In future stages, the federal government may evaluate other cooperation formats, including specific bilateral agreements with federal entities.
