Ministry of Sports publishes manual to prevent and combat manipulation of sports results

THE Ministry of Sports published this Tuesday (19) the Manual for Preventing and Combating the Manipulation of Sports Results. Prepared by the National Secretariat for Sports Betting and Economic Development of Sports, the document brings together guidelines, concepts and guidelines aimed at protecting the integrity of sports competitions in the country.

The publication was developed by an interinstitutional working group created to strengthen actions to prevent, monitor and combat the manipulation of sports results. Representatives from the Ministry of Sports, the Ministry of Justice and Public Security, the Ministry of Finance, as well as national bodies and international entities linked to sporting integrity participated in the initiative.

According to the government, the manual is one of the deliverables of the National Meetings to Combat the Manipulation of Sports Results, promoted by the interministerial group responsible for articulating measures aimed at strengthening integrity in Brazilian sport. The meetings brought together public authorities, experts, sports entities, betting operators and international organizations to discuss strategies for preventing and combating sports fraud.

The document presents concepts related to the manipulation of results, the most common types of fraud, suspicious betting patterns, investigation mechanisms and responsibilities of agents involved in the sports and betting ecosystem.

The manual also highlights the need for cooperation between sports federations, betting operators, public bodies, monitoring companies and sports integrity entities to strengthen governance and transparency in competitions. Among the topics covered are education and training of athletes, referees and managers, codes of ethics, alert systems, preventive monitoring and reporting channels.

In a note released by the Ministry of Sports, minister Paulo Henrique Cordeiro stated that combating match-fixing requires integrated action and permanent prevention.

“The fight against match-fixing requires integrated action, permanent prevention and commitment from everyone involved in sport. This manual is an important tool to guide institutions, protect athletes and strengthen the credibility of Brazilian sporting competitions”, he declared.

The national secretary of Sports Betting and Economic Development of Sports, Giovanni Rocco, stated that the document represents an advance in the consolidation of public policies aimed at sports integrity, especially given the expansion of the regulated sports betting market in Brazil.

“The manual represents another step in the consolidation of public policies aimed at sporting integrity and protecting the competitive environment, especially given the expansion of the regulated sports betting market in the country”, stated Giovanni Rocco.

According to the Ministry of Sports, the material also seeks to align the country with international good practices to combat match-fixing, with a focus on legal security, institutional trust and protection of athletes, clubs, fans and sports competitions.
